Director General of Kano State Pilgrims Welfare Board Commits to Closer Collaboration with Ministry of Religious Affairs

The Director General of the Kano State Pilgrims Welfare Board, Alhaji Laminu Rabi'u Danbappa, has pledged to strengthen collaboration with the Ministry of Religious Affairs to enhance pilgrimage operations and religious affairs within the state.

Alhaji Laminu Rabi'u Danbappa affirmed this commitment during a meeting today with the Commissioner of the Ministry of Religious Affairs at the Board's headquarters in Kano.

Recognizing the invaluable support rendered by the Ministry during the previous year's Hajj operation, Danbappa expressed heartfelt gratitude and assured the Commissioner of the Board's unwavering cooperation in achieving shared objectives.

Highlighting the significance of the visit, Danbappa described it as timely and conducive to fostering a productive partnership between the two entities.

In response, Honorable Sheikh Ahmad Tijjani Auwal, Commissioner of the Ministry of Religious Affairs, underscored the importance of cultivating a robust and harmonious relationship between the Ministry and the Pilgrims Welfare Board.

Honorable Sheikh Ahmad Tijjani Auwal reaffirmed the Ministry's steadfast commitment to collaborating closely with the State Pilgrims Welfare Board, recognizing its pivotal role in overseeing religious affairs within the state.

Hukumar Alhazai Ta Kano Ta Bukaci NAHCON Ta Kara Wa'adin Biyan Kudin Kujerar Hajji

Darakta Janar na Hukumar Jin Dadin Alhazai ta Jihar Kano, Alhaji Laminu Rabi’u Danbappa, ya bukaci Hukumar Alhazai ta kasa (NAHCON) ta yi la’akari da tsawaita wa’adin biyan kudaden hajji da akalla makonni biyu.

A sanarwar da Jami'in hulda da jama'a na hukumar, Sulaiman Abdullahi Dederi ya sanyawa hannu, yace Wannan roko na zuwa ne a daidai lokacin da jama'a ke neman cin gajiyar shirin tallafin da gwamnatin jihar Kano karkashin jagorancin Gwamna Abba Kabir Yusif ta bullo da shi.

Tallafin wanda ya kai Naira dubu dari biyar (₦500,000) ga kowane mahajjaci da ya yi rajista, ya haifar da kishi sosai a tsakanin masu son zuwa aikin hajji. Tare da rage ma’auni a yanzu ya kai naira 1.418,032.91 ga wadanda suka fara biya naira 4.699,000, da kuma naira 1.617,032.91 ga wadanda suka biya naira miliyan 4.5, da dama sun kosa su yi amfani da wannan damar.

Alhaji Laminu Rabi’u ya jaddada bukatar tsawaita wa’adin, inda ya bayar da misali da yadda aka mayar da martani da kuma sarkakiyar aiwatar da gyare-gyaren tallafin a cikin wa’adin da aka kayyade.

 Ya nanata cewa damar kwana hudu da ake da ita na biyan cikon na aikin hajji ya yi kasa wajen karbar yawan tambayoyi da hada-hadar kasuwanci da ke zuwa cikin sashen.

Bugu da kari, Alhaji Laminu Rabi’u ya jaddada muhimmancin yin taka-tsan-tsan da rubuce-rubucen da ma’aikatan sashen ajiye bayanai ke yi don tabbatar da gaskiya da inganci a tsarin bayar da tallafin.

Save 2024 Hajj preparations from imminent collapse, CSO urges Tinubu

With Sunday’s announcement by the National Hajj Commission of Nigeria (NAHCON) of an upward review of Hajj 2024 fare, it has become imperative for governments at both the federal and state levels to provide intervention, else, Hajj 2024 will witness the lowest Nigerian contingent ever or Nigerian pilgrims may miss the opportunity of a lifetime to perform this year’s hajj.
 
In a statement signed by the National Coordinator of Independent Hajj Reporters, Ibrahim Muhammad, said, NAHCON had earlier in December 2023 fixed a fare of N4.9 million per pilgrim based on an exchange rate of N897:00 to a Dollar.
 
However, authorities at both the state and the federal governments could not meet with deadlines set by Saudi Arabian authorities to remit operational funds for hajj services despite extensions given because NAHCON was waiting for the Federal Government’s promised intervention to grant lower forex rates equivalent to the number of registered pilgrims from Nigeria.
 
With the approved timeframe for visa processing ticking away, NAHCON on Sunday, therefore, announced that due to the failure to meet obligations as when due, it has no option but to ask the about 50,000 intending pilgrims that have paid the initial fare of N4.9 million to now pay additional N1.918 million on or before March 28.
 
As a Civil Society Organization with ears to the ground when it comes to Hajj matters, we are sure that over 90% of those who paid the initial deposit of N4.9 million cannot afford to raise additional N1.9 million within four days.
 
It has, therefore, become imperative for us to call on the state governors and the Federal Government to come in and provide immediate succour to the pilgrims by providing additional payments as a form of subsidy.
 
Currently, NAHCON is on the verge of missing out on the deadline of 29th April set by Saudi Arabia’s Ministry of Hajj and Umrah to process visas for Nigerian registered pilgrims – there will be no hajj without a visa.
 
For example, it will take states’ Muslim pilgrim’s welfare boards a minimum of one week to make announcements in their various states for pilgrims to be aware of the new increase. Over 65 per cent of those who have registered for the 2024 hajj are farmers and it will take an additional one week for those who have the means to be able to raise the N1.9 million increase announced by NAHCON.
 
If the pilgrims were able to pay the additional increase, then States Muslims Pilgrims boards will need a few days to transmit the collection to the Central Bank of Nigeria (CBN) for the apex bank to begin the process of transferring the said sum to NAHCON’s International Bank Account Number (IBAN) in Saudi Arabia. It is only after this that payments can be made to Saudi based service providers.
 
With visa processing scheduled to close 35 days from now and the airlift of pilgrims billed to commence in 45 days, President Bola Ahmed Tinubu should come to the rescue and provide the needed support without asking pilgrims to pay an additional increase for 2024 hajj.
 
“Anything short of this will see Nigeria travelling to Hajj 2024 with less than 10,000 pilgrims out of the allocated 95,000 slots with a potential risk of Nigerian pilgrims missing out on 2024 Hajj”.
 
“Independent Hajj Reporters (IHR) had on several occasions called on all relevant authorities to take firm decisions and implement them because we foresaw what is happening now.
 
“We first raised the alarm on the 8th of July 2023 via a press statement titled “CSO urges NAHCON, states to commence registration of 2024 Hajj pilgrims in earnest” when the Saudi Ministry of Hajj and Umrah announced the commencement of Hajj 2024 operations even when Hajj 2023 was not concluded.
 
“This was followed by another Statement dated 6th December where we pleaded with the Federal Government to grant concessionary exchange rates for 2024 hajj pilgrims”.
 
The Saudi Ministry of Hajj and Umrah had released new Hajj policies and intimated all Hajj participating countries about changes to Hajj operations especially as it relates to the choice and engagement of service providers, payment for such services and the issuance of visas which now comes much earlier than before.
 
“We are, therefore, appealing on behalf of all Nigerian Muslims that emergency interventions are provided so that pilgrims who have at least paid the initial deposit of N4.9 million are not denied the chance to fulfil this all-important religious obligation” IHR said.
 

Partner with local VAR users to improve officiating, Salisu begs to NFF

Nigerian Football Federation NFF has been urged as a matter of urgency to deploy the use of VAR in Nigeria premier leagues.

This call was initiated as the result of some happenings in the ongoing premier league matches.

Reacting on the recent match involving Katsina United and Abia Warriors, the former chairman Media and Publicly of Galadima soccer competition, Ado Salisu said the centre referee awarded a goal to the visitors and later disallowed it after consultation with othe match officials in Katsina.

 ""It’s time to senitise our league and compete with the rest of the world in running the activities of football. 
Where NFF did not get it right is the live streaming of our league? From what is happening in our league today it’s not good for the game, we’re just showing our lapses to the world, the fans, referees, players and all stakeholders attitude is not what the world wants to see.""

""NFF should have deployed the VAR in the first instance to help sensitize the system and prepare our minds for the task ahead, then from there we can proceed and proudly to broadcast our matches live,'' he explained.

The former National Vice President Northwest added ""this was what happened in Kano during the Pre-Season competition of Alhaji Dr Ibrahim Galadima (former NFA chairman and currently patron Nigeria Olympic Committee) football competition, the organizers first deployed the use of VAR and live streaming in the subsequent editions and the competition is the most successful transparent football competition in the history of football competition in Kano.""

""Most recent events in katsina united vs Abia warriors demonstrate what is being transmitted live via streaming in the Nigerian premier league. All hands must be on desk to ensure that our football activities are on the right track for posterity and progress,'' he said 

While commending the leadership of NFF led by Alhaji Ibrahim Musa Gusau for his commitment to ensure the growth of football game across the country, he urged him to redouble efforts in this direction.

Salisu said organizing seminars or workshop to referees on VAR will go along way in improving the quality and standard of the Nigerian Football Leagues.

Breaking News: Nigerian Pilgrims To Pay Additional Balance of N1,918,032.91for Hajj 2024


The National Hajj Commission of Nigeria (NAHCON) appreciates the high level of understanding and concern that have been demonstrated to it publicly and privately over the 2024 Hajj fare dilemma it has plunged in. 

In a statement signed by the Deputy Director Public Affairs of the Commission, Fatima Sanda Usara, said this show of support gives the Commission hope that stakeholders would leave no stone unturned for the success of the forthcoming Hajj exercise. At this juncture, the Commission finds it imperative to give clarity regarding the 2024 Hajj fare arrangements.

It is widely acknowledged that Hajj preparation follows a strict time line. As for the 2024 Hajj, the preparatory time line released by Saudi Ministry of Hajj and Umrah began earlier than usual and is expected to end before its normal timing. NAHCON endeavored to adhere to the schedule outlined by the Ministry.

However, non to late remittances of Hajj fare by those concerned necessitated adjustments, resulting in two date shifts with the final being 12th of February 2024. Recall that as at 31st December 2023, Naira was still at N897:00 to a Dollar at the banks. These shifts unfortunately pushed the Hajj fare collection deadline to fall after harmonization of foreign exchange rates, presenting a new and significant challenge.

What the harmonization meant in the Hajj fare equation was that in the face of global financial challenges, coupled with the new forex policy, Nigerian pilgrims would now be saddled with an unexpected increase in Hajj cost, despite having already paid the fixed fare of about N4.9 million, depending on the departure zone as approved by government.

Federal Government saw wisdom in deliberately intervening on behalf of the Nigerian intending pilgrims through various strategies including persuading cost reductions. Unfortunately, the interventions could not cover the entire number that had met the final registration deadline. This had remained the Commission's dilemma. To make matters worse, now about 50,000 pilgrims under the Public Quota have paid the hitherto announced fare of about N4.9million and their payments are currently under the custody of the Commission.

Considering the urgency of the situation, NAHCON was forced to explore various options, including encouraging State Governments and affluent individuals to intervene on behalf of their pilgrims. This window still remains open. This will compliment the intervention of the Federal Government that went the extra mile to support the Nigerian Muslim pilgrims in the discharge of their religious obligation. Commendably, government's policy focus of bringing down the exchange rate has given the Hajj fare reduction a boost.

The good news now is that with Naira having appreciated to N1,474.00 to a Dollar over the preceeding week and after due consultation with stakeholders, coupled with NAHCON's desire to ensure equatible spread of the Federal Government's intervention to all the already registered pilgrims whose payments have been received, the Commission resolved that each pilgrim would now have to pay a balance of N1,918,032.91 in accordance with the current foreign exchange rate.

Intending pilgrims that still wish to participate in the 2024 Hajj are by this release advised to proceed and pay a balance of N1,918,032.91 latest by 11:59 pm of 28th March 2024. The Commission will shut down its system by 29th March and no other payment would be accommodated after.

Affected pilgrims are advised to visit their respective state pilgrims boards to confirm their status. Below is a table detailing number of pilgrims that have paid the Hajj fare according to states and they remain the number expected to benefit from the intervention:

However, any new registration for 2024 Hajj from today, 24th of March will attract the full sum of N8,225, 464.74 from the Adamawa/Borno axis. From the North zone, fresh depositors will pay N8, 254, 464.74 whereas fresh payments from the Southern zone will attract N8, 454, 464.74 as Hajj fare. All categories are to pay within the same deadline.

While the Commission regrets the short notice, it has become inevitable due to Saudi Ministry of Hajj and Umrah's stern warning to Nigeria regarding the delay in adhering to the Hajj arrangement framework. Before now, NAHCON had pleaded for an extension which had been reluctantly granted and now the Ministry's patience is wearing thin.

As for those who wish to withdraw their registration for the 2024 Hajj,

they are advised to formally request for refund from their states which will be treated with all seriousness.

The next four days are crucial for stakeholders, especially those willing to intervene in support of their pilgrims, to take necessary actions and ensure smooth Hajj arrangements.

NAHCON remains committed to facilitating the pilgrimage experience for Nigerian Muslims and seeks cooperation from all parties involved.
