Inside Story: How nahcon Commissioners Allegedly Sold a No-Confidence Vote for Cash.

What was billed as a principled stand against mismanagement at the National Hajj Commission of Nigeria now appears to have been something else entirely: a calculated transaction dressed up as institutional reform 

What unfolded at the National Hajj Commission of Nigeria in recent was presented to the public as an act of conscience. A vote of no confidence. A claim of moral concern. A board rising to defend pilgrims and process.

Multiple sources with direct knowledge of events inside the Commission describe a board that did not challenge power but auctioned it. According to these accounts, the move against the Chairman, Professor Abdullahi Saleh Usman, known as “Pakistan,” was not driven by governance failures or policy breaches. It was driven by inducement.

Sources say a commissioner was at the forefront of the agenda to write the vote of no confidence for the chair after collecting huge sums from a service provider that felt threatened by the chairman and board members were approached individually and assured of payment in exchange for a coordinated position against the Chairman. The figures mentioned are strikingly consistent across accounts. $20,000 thousand dollars for board members. Up to $40,000 thousand dollars for permanent commissioners. The payments, sources allege, were framed as appreciation, not bribery, but the expectation was clear. Fall in line or be left out.

One senior official familiar with the process described the board’s conduct as “embarrassingly transactional.”

“These were not deliberations,” the official said. “They were negotiations.”

Investigators tracing the origin of the plot point to a commercial interest with a lot to lose. An air carrier with an active bid before the Commission. The bid, according to regulatory insiders, carried implications that could have strained Nigeria’s relationship with Saudi authorities. The Chairman refused to endorse it. He insisted on procedure. He insisted on caution. That refusal, sources say, sealed his fate.

Another source who described the scene as public display of self embarrassment stated that for the fact that the board have submitted the letter to the president and did not wait for Mr president’s action, yet leaked the letter to journalist and even are sponsoring the media campaign says a lot about the rush to deliver on what their paymaster is bidding for.

“The most damaging aspect of the episode is not the allegation of bribery alone. It is the apparent ease with which a statutory board abandoned its responsibility. Commissioners entrusted with oversight allegedly reduced their mandate to a price tag. Those expected to protect public interest are accused of trading it away without hesitation.” He mentioned 

“Sudden unity where there had been none surprises everyone, they unite after money was involved. The Coordinated outrage. For an institution that manages one of the most sensitive and costly religious operations in the country, the implications are severe. This is not a story about a chairman under fire. It is a story about commissioners and board members who, according to those closest to the events, chose personal gain over duty and then wrapped that choice in the language of accountability.

Until an independent investigation exposes the financial trails and private communications behind the vote, the Commission will remain under a cloud. But one conclusion is already difficult to escape. The loudest voices claiming to defend integrity may be the ones most determined to sell it.

AN OPEN LETTER TO HIS EXCELLENCY, PRESIDENT BOLA AHMED TINUBU (GCFR)

​Your Excellency,
​As the custodian of our national trust and the leader of Nigeria’s reform agenda, we bring to your urgent attention the unfolding crisis behind the scenes at the National Hajj Commission of Nigeria (NAHCON). The battle being fought today is not a mere administrative disagreement; it is a full-scale war launched by "entrenched interest networks" to sabotage any attempt to sanitize pilgrims' funds from systematic looting.
​Your Excellency, in the interest of truth and justice, we present the following technical facts:
​1. The Myth of Individual Responsibility vs. Financial Controls:
The current Chairman, Professor Abdullahi Saleh Usman, is facing a coordinated character assassination campaign by certain Board members. We must ask: How can the Chairman be solely accused of financial mismanagement when the "Approving Officer" (Commissioner of Finance/PPMF), the Accounts Department, and Internal Audit must all sign off on every transaction?
Under the NAHCON Act, not a single Naira can be spent without the signature of the relevant Commissioner. If corruption exists, why is the "Authorizing Officer" targeted while the "Executing Officer" is exonerated? Targeting the Chairman alone is a transparent attempt to shield the "Old Guard," some of whom still face unresolved EFCC charges from previous administrations.
​2. The Triangle of "Mashariq – Shuraka’ul Khair – and the Middlemen":
The heart of this crisis lies in the Chairman’s refusal to bow to the extortion of external service providers like "Mashariq Dhahabiyya" and their local affiliates. Our findings indicate the existence of a cross-border "Syndicate" involving former commissioners and high-ranking officials in state and regional offices. They act as middlemen for these firms to secure monopoly contracts in exchange for massive kickbacks—all extracted from the sweat of Nigerian pilgrims.
​3. Exploiting Political Influence to Cover Corruption:
Regrettably, this "Syndicate" enjoys the protection of certain individuals in sensitive offices who seek to thwart any reform that cuts off the "rent-seeking" pipelines they have long enjoyed. They are attempting to professionally assassinate the Chairman because he dared to demand transparency and direct contracting, which eliminates these "brokers."
​Your Excellency, our demands for justice are as follows:
​First: Immediate intervention to purge the NAHCON Board of any member with unresolved corruption cases or EFCC investigations to ensure the office is not used to obstruct reform.
​Second: The establishment of a high-powered investigative panel under your office to probe the "interest links" between external service providers and middlemen within state offices.
​Third: Protecting the Commission's independence to dismantle the corrupt supply chains that have turned pilgrims' money into a source of embezzlement.
​Your Excellency,
Nigeria deserves an administration that protects the dignity of the pilgrim. We trust in your justice and firmness to strike the hands of the corrupt and restore order before the 2026 Hajj season is swallowed by these selfish conflicts.

NAHCON under Scrutiny Over Alleged Rule Violation and Strategic Manipulation By the Commissioner of Operations

Recent allegations emerging from within the National Hajj Commission of Nigeria (NAHCON) have raised serious concerns about administrative conduct and adherence to due process, particularly involving Commissioner Elegushi. 

Multiple internal sources allege that clear directives issued from the Office of the Vice President regarding personnel management have been disregarded, prompting growing unease among staff and stakeholders committed to institutional integrity.

According to these accounts, the commissioner is accused of retaining individuals who are no longer eligible for service, including retired staff and a former National Youth Service Corps (NYSC) member, in direct contradiction to established civil service regulations and explicit instructions reportedly issued at the highest level of government. 


Insiders describe this as a deliberate act that undermines both the authority of the Vice President and the rule-based governance framework guiding federal institutions.

Further compounding these concerns are claims that internal enforcement mechanisms have been compromised. Sources allege that the officer responsible for upholding personnel and financial management rules has failed to act, allegedly overlooking clear violations. 

This perceived inaction has fueled suspicions of institutional capture and has intensified calls for urgent external oversight to prevent further erosion of accountability within the commission.

In addition, staff members allege that Commissioner Elegushi, who is widely believed to be positioning himself for the chairmanship of NAHCON, has begun exerting undue influence over key strategic postings. Of particular concern is the reported redeployment of Halidu Shutti as Director of Human Resources, a move insiders claim aligns with a broader effort to consolidate power within the commission and advance a narrow, divisive agenda that could undermine meritocracy and national balance.

In light of these troubling allegations, stakeholders are calling on the Office of the Vice President to urgently review the situation and intervene where necessary to safeguard institutional integrity, ensure compliance with federal directives, and reaffirm the principles of transparency and fairness. 

It is only through decisive and impartial action that public confidence in NAHCON’s leadership and operations can be restored and protected.

NAHCON Commissioner Elegushi Accused of Defying VP’s Directive, Retaining Retired Staff and Ex-Corper

A fresh wave of controversy is sweeping through the National Hajj Commission of Nigeria (NAHCON) as mounting allegations implicate the Commissioner of Operations, Anofi Elegushi, in what insiders describe as a brazen disregard for civil service rules, Vice-President Kashim Shettima’s explicit directive, and growing tendencies of nepotism and impunity.

Multiple senior staff who spoke to this newspaper, fearing reprisals, disclosed that Mr. Elegushi has continued to retain a retired NAHCON official, Mr. Gaffar, who left the service in 2023. Despite having no legal standing within the commission, the retired officer allegedly maintains unrestricted access to official operations and enjoys privileges befitting a serving staff.

“He has no portfolio, no official role, yet he attends meetings, travels with the commissioner, and even maintains offices in both Abuja and Saudi Arabia,” one source lamented. “This is a clear violation of the Public Service Rules, and staff confidence in the system has been badly eroded.”
But the concerns do not end there.

Sources further accuse the Commissioner of quietly retaining a female youth corps member who completed her national service months ago. The ex-corper, allegedly related to Mr. Elegushi, continues to occupy a slot reserved for an incoming NYSC member and reportedly enjoys full staff privileges—an anomaly that has unsettled the commission’s workforce.

Vice President’s Directive Ignored

The controversy deepened after documents emerged showing that Vice-President Shettima had earlier rejected NAHCON’s request to engage retired personnel on contract. In a memo titled “RE: Request for Special Waiver to Appoint Three Retired Officers on Contract”, the VP expressly ordered the commission to halt such engagements:
“You are therefore advised to reverse any such engagements and instruct your Human Resources unit to conduct a proper mandate and capability assessment of your workforce,” the memo read.

Yet, in what staff describe as a deliberate act of defiance, Mr. Elegushi allegedly continues to accommodate the retired officer and the ex-corper within his operations unit.

Staff Union “Silenced by Fear”
Although the staff union reportedly complained in the past about outsiders being placed above legitimate personnel, workers say this particular case has remained untouched.

“People are afraid. The Commissioner is powerful, and even the officer responsible for enforcing the rules the commissioner PPMF has chosen to look away,” another insider disclosed.

Several staff members also allege that the commissioner, who is said to be positioning himself for the NAHCON chairmanship, has begun influencing strategic postings within the commission. One such move is the alleged redeployment of Halidu Shutti as Director of Human Resources an appointment insiders say fits into Mr. Elegushi’s broader plan to consolidate control and “advance an ethnic agenda” within the organisation.

Open Letter To President Bola Tinubu On Returning NAHCON To The Coordinating Authority of the SGF

His Excellency
President Bola Ahmed Tinubu, GCFR
President, Federal Republic of Nigeria
State House, Abuja


Your Excellency,

I write as a concerned citizen and Muslim who cares deeply about the welfare of Nigerian pilgrims and the reputation of our country. I respectfully urge you to review the current supervisory arrangement of the National Hajj Commission of Nigeria (NAHCON) and return its day to day supervision to the Office of the Secretary to the Government of the Federation (SGF), while keeping it firmly under the Presidency as required by law.

This request is about efficiency, productivity, accountability, and the long term stability of Hajj administration in Nigeria.

1. Brief history of Hajj management in Nigeria



1. In 1953, Alhaji Abubakar Imam moved a motion in the Northern House of Assembly for a Nigerian pilgrims office in Jeddah, to protect pilgrims who were facing hardship in Saudi Arabia. 


2. Regional Pilgrims Welfare Boards emerged from 1958 in Western Region and 1965 in Northern Region as pilgrim numbers grew. 


3. In 1975, the Federal Military Government created the Nigeria Pilgrims Board by Decree No. 16, vesting all aspects of Hajj management in a federal body, headed by Sheikh Mahmud Gumi. 


4. In 1989, the Nigerian Pilgrims Commission replaced the Board. It was later dissolved after the 1991 Jeddah air crash that killed 247 Nigerian pilgrims and 14 crew members. 


5. After that, Hajj affairs were handled by temporary structures and the Directorate of Pilgrims Affairs in the Ministry of Foreign Affairs. This era saw serious administrative instability, including a temporary Saudi ban on Nigerian pilgrims in 1996 because of repeated operational failures. 


6. In response, the National Assembly passed the National Hajj Commission of Nigeria (NAHCON) Establishment Act in 2006. The Act repealed the Nigerian Pilgrims Commission Act and created NAHCON as a permanent, professional body with clear statutory powers to license, regulate, and supervise all Hajj and Umrah activities. 



NAHCON started operation in 2007. Since then it has coordinated state pilgrims boards, supervised airlift and accommodation, enforced Saudi regulations, and improved welfare and medical services for hundreds of thousands of pilgrims. 

2. What the NAHCON Act actually provides



The NAHCON Act 2006 does three important things.

1. It repeals the Nigerian Pilgrims Commission Act and establishes NAHCON with clear functions to:

a. license, regulate and supervise all organisations that move pilgrims from Nigeria to Saudi Arabia for Hajj or Umrah
b. oversee accommodation, transportation and other services for pilgrims
c. perform oversight and supervisory functions over all agencies involved in Hajj matters. 


2. It creates the Hajj Savings Scheme under section 7, which is now a key tool for gradual savings and long term planning for pilgrims. 


3. It places supervision of NAHCON “under the Presidency”. Section 3 defines NAHCON as a federal commission. Section 20, as interpreted by multiple legal commentaries and media analyses, clearly states that supervision of the Commission lies with the Presidency. 



The Act does not say “Office of the Vice President”. It says “Presidency”.

In practice, the Presidency has historically carried out this supervision through the Office of the SGF. A 2017 article defending NAHCON’s structure noted that “every action taken by the Commission is approved by the Presidency under the Office of the Secretary to the Government of the Federation”. 

This shows two things.

a. NAHCON is meant to sit under a strong, neutral coordinating centre in the Presidency.
b. The Office of the SGF has already served in that role in a way that is consistent with the Act.

3. The 2023 decision that moved NAHCON to the VP’s office



On 20 June 2023, the Presidency announced that you had approved the return of the National Emergency Management Agency (NEMA) and NAHCON to the Office of the Vice President for supervision “in compliance with their various establishment Acts”. 

Respectfully, the NAHCON Act does not insist on the VP’s office. It insists on the Presidency. Supervision through the SGF is also supervision by the Presidency.

By placing NAHCON directly under the VP’s office, Nigeria has shifted from:

• a neutral, administrative coordinating structure under the SGF,
to
• a highly political, personality based structure under the Vice President.

This is a policy choice, not a legal obligation.

4. Evidence that SGF based supervision produces results



Hajj management under NAHCON has recorded major improvements when anchored within a strong coordinating structure of the Presidency and SGF. For example:

1. Saudi authorities and Nigerian stakeholders have publicly acknowledged that since NAHCON started in 2007, Nigeria moved from being “a recurring study case of Hajj mismanagement” to a country that “has turned around Hajj management”. 


2. NAHCON introduced reforms like dealing directly with landlords in Makkah and Madinah. This cut out multiple exploitative agents and saved millions of dollars and Saudi Riyals in accommodation costs for pilgrims. 


3. In recent years, NAHCON has:
• ferried all 95,000 pilgrims to Saudi Arabia in 2023 for the first time in nearly a decade and filled the full national slot restored by Saudi Arabia 
• managed more than 51,000 government quota pilgrims in 2024 under very difficult foreign exchange conditions 
• secured Mashair space for 52,000 projected pilgrims ahead of the 2025 deadline. 



These outcomes rely on heavy inter agency coordination with aviation, foreign affairs, interior, health, central bank, security agencies, and state governments. The SGF’s office is structurally designed to coordinate exactly this type of horizontal work.

5. Why the SGF is a better home than the VP’s office



You are trying to build a government of results, not noise. For Hajj management, SGF based supervision has at least five clear advantages over VP based supervision.

1. Stronger inter ministerial coordination



The SGF is the central coordinator of the federal bureaucracy. Most of the agencies NAHCON must work with already have lines of reporting and clearance that run through the SGF. Keeping NAHCON under the SGF reduces confusion, shortens clearance chains, and helps to resolve bottlenecks before they harm pilgrims.

2. Greater institutional stability and continuity



Nigeria has moved Hajj management through too many structures over the decades: regional boards, federal boards, commissions, temporary task forces, a directorate in Foreign Affairs, and now a commission in the Presidency. 

Frequent shifts in who supervises NAHCON create uncertainty for staff, state boards, service providers and Saudi counterparts. The SGF’s office offers a stable, rules based platform that is less exposed to political reshuffles than a portfolio tied to the personal office of the Vice President.

3. Clearer accountability lines



When NAHCON sits under the SGF:

• the Chairman/CEO reports through a known administrative chain
• Parliament and auditors can follow documents and approvals across a predictable path
• Nigerian and Saudi partners know who to engage on policy questions and dispute resolution

The 2017 analysis that described NAHCON as “one of the most supervised agencies of the federal government” stressed that the SGF, Senate and House committees jointly oversee its work, including on ground during Hajj. 

4. Better alignment with the NAHCON Act



The Act gives NAHCON regulatory, licensing, oversight, and savings scheme functions. These are administrative and regulatory duties, not political messaging duties. They fit naturally under the SGF’s coordinating and monitoring role. 

Moving supervision back to the SGF keeps NAHCON under the Presidency as section 20 requires, while locating daily oversight with the part of the Presidency formally tasked with coordination of ministries, departments and agencies. 

5. Reduced risk of politicisation



Placing NAHCON directly under the VP’s office makes it more likely that:

• key appointments and decisions will be viewed as partisan or regional
• inter party and intra party rivalries spill into Hajj administration
• future governments use the Commission in proxy political battles

Hajj should remain a national, non partisan service. Supervision through the SGF gives the Presidency control, while signalling neutrality and professionalism to all regions and sects.

6. Lessons from attempts to tamper with the NAHCON Act



The National Assembly has received at least one Bill that seeks to repeal and re enact the NAHCON Act. The fact that lawmakers now debate how to reshape the Commission proves two points.

1. NAHCON has become a significant institution in the federal architecture.


2. Any rash structural experiment can create serious risk for pilgrims and for Nigeria’s image in Saudi Arabia.



You have inherited a Commission that works, with known gaps that can be fixed. It is wiser to strengthen its original governance structure under the SGF than to push it into an office where political traffic is already heavy and priorities are constantly shifting.

7. What is at stake for pilgrims and for your government



Every year, tens of thousands of ordinary Nigerians save for years to go on Hajj. In 2023 about 95,000 Nigerians performed Hajj. In 2024 about 65,000 Nigerians participated. 

These pilgrims judge the federal government not by speeches but by:

• how early flights start and finish
• whether accommodation is close, safe and decent
• how refunds and complaints are handled
• how medical teams respond in crises
• how clearly information is communicated before, during and after Hajj

Weak coordination or slow approvals at the top hurt real people on the ground. Pilgrims do not care about which desk in Abuja signs the memo. They care about tents, buses, food, and medical care in Makkah, Madinah, Mina and Arafat.

Your Excellency, you have already shown willingness to intervene strongly on Hajj matters, including on fares, refunds and early preparations for subsequent years. Relocating NAHCON back to the SGF’s coordination will give your directives stronger administrative backing and faster execution.

8. Respectful request



On this basis, I respectfully request that you:

1. Order a formal review of NAHCON’s current supervisory arrangement, with clear terms of reference that include efficiency, coordination, and consistency with the NAHCON Act 2006.


2. Restore NAHCON’s supervision to the Office of the Secretary to the Government of the Federation, while affirming its status as a Commission under the Presidency in line with section 20 of the Act. 


3. Direct that any future proposals to move NAHCON to a ministry or other political office must be subjected to full stakeholder consultation with state pilgrims boards, recognised Islamic organisations, licensed tour operators and civil society groups.



Your decision on this matter will shape Hajj administration for the next decade. It will also send a clear message that your government values stable institutions, respects the law, and listens to the voices of ordinary pilgrims whose life savings and spiritual aspirations are at stake.

NAHCON Ta Bayyana Manyan Nasarori Da Ta Cimma a Ayyukan Hajji a Zamanin Gwamnatin Renewed Hope

Shugaban Hukumar Kula da Alhazai ta Ƙasa (NAHCON), Farfesa Abdullahi Saleh Usman, ya bayyana muhimman nasarorin da hukumar ta samu a karkashin gwamnatin Renewed Hope ta shugaban ƙasa, Bola Ahmed Tinubu, GCFR, tare da tabbatar da cewa jin daɗin maniyyata na ci gaba da kasancewa a sahun gaba.

Farfesa Usman ya bayyana haka ne a lokacin da yake jawabi ga Ƙungiyar Gwamnonin Arewa maso Yamma a Katsina, inda ya yi cikakken bayani kan gyare-gyare da matakan da aka ɗauka wajen inganta gudanar da aikin Hajji a Najeriya.

A cewarsa, duk da ƙalubalen tattalin arziki da ake fuskanta, hukumar tare da goyon bayan shugaban ƙasa, ta aiwatar da muhimman matakai da suka tabbatar da nasarar aikin Hajjin 2024 tare da kawo sauƙi ga maniyyatan Najeriya.

Shugaban hukumar ya bayyana cewa shugaban ƙasa ya amince da naira biliyan 90 domin rage tasirin hauhawar darajar kuɗin waje a kuɗaɗen aikin Hajjin 2024, da kuma ƙarin naira biliyan 24 domin biyan bashin da ya rage daga kamfanonin jiragen sama na 2023. Wannan mataki, a cewarsa, ya ceci kamfanonin jiragen sama na cikin gida daga rugujewa kuma ya tabbatar da gudanar da jigilar maniyyata cikin nasara.

Haka kuma, ya bayyana cewa shugaban ƙasa ya umurci dukkan kamfanonin jiragen sama da ke da hannu a aikin Hajji da su karɓi kuɗi a naira, wanda hakan ya kare maniyyata daga ƙarin radadin hauhawar darajar kuɗin waje.

Dangane da gyare-gyare, Farfesa Usman ya ce hukumar ta dakatar da tsarin katin kuɗin (credit card) na babban bankin ƙasa (CBN) wajen bayar da kuɗin tafiya (BTA), wanda ya jefa maniyyata da dama cikin wahala, sannan aka faɗaɗa tsarin Hajj Saving Scheme domin baiwa masu niyyar zuwa Hajji damar tara kuɗaɗensu a hankali.

A kan gaskiya da nuna riƙon amana, hukumar ta mayar da naira biliyan 5.3 ga hukumomin kula da alhazai na jihohi bisa sabis ɗin da ba a samu ba a lokacin Hajjin 2023.

Game da jin daÉ—i da tsare-tsare, shugaban hukumar ya bayyana cewa NAHCON ta samu nasarar samar da VIP Tent ‘A+’, ta daidaita kwangiloli daidai da adadin maniyyata, tare da tabbatar da cewa kusan kashi 98% na magunguna an samar da su, yayin da aka tura jami’an lafiya cikakke zuwa Æ™asar Saudiyya.

Farfesa Usman ya jaddada cewa maniyyata na Najeriya sun sami gagarumar ragi a kuÉ—aÉ—en da suka kashe a wannan shekarar. Ya ce akwai ragin Riyal 720 a sabis na Mashair, Riyal 200 a masaukin Madina, Riyal 303 a sufuri, da kuma rage farashin jiragen sama a dukkan yankuna.
“Wadannan nasarorin,” in ji shi, “na nuna hangen nesa na shugaban Æ™asa Bola Ahmed Tinubu da kuma goyon bayan shugabanni kamar Gwamna Dikko Umar Radda. Tare da ci gaba da haÉ—in kai, NAHCON za ta ci gaba da inganta waÉ—annan nasarori tare da tabbatar da Æ™arin jin daÉ—in maniyyata.”

Shugaban Hukumar NAHCON Ya Bayyana Cigaban Da Ya Samar Cikin Kwanaki 100, Ya Bukaci Maniyyata Su Ba Da Hadin Kai – Daga Nura Ahmad Dakata


Shugaban Hukumar Alhazai ta Najeriya (NAHCON), Farfesa Abdullahi Sale Usman, ya bayyana muhimman nasarorin da hukumar ta samu a karkashin jagorancinsa a cikin kwanaki 100 na farkon jagorancinsa

 

A wata tattaunawa ta musamman da wakilinmu a Kano Farfesa Sale Usman, ya jaddada muhimmancin koyi da shugabancin da ya gabata, inda ya ce, “A rayuwa duk wanda ya riga ka mulki, ko ya yi kura-kurai, ko ya yi nasara, sai ka yi addu’a Allah ya karba nasa ayyukan alheri kuma ya gafarta masa kurakuransa. Muna yin iya kokarinmu a yanzu kuma muna addu’ar Allah Ya taimakemu mu ci gaba da tafiya kan hanya madaidaiciya”.

 

Ya kuma bayyana cewa shugabancinsa yana daukar darasi daga ayyukan magabata, da amfani da nasarorin da suka samu da kuma gujewa kura-kuransu.

 

Da yake yin tsokaci kan hakan, ya ce, “A cikin kwanaki 100 da muka yi muna shugabanci, mun cimma yarjejeniya da kamfanonin jiragen sama na rage farashin tikitin jirgin sama idan aka kwatanta da wanda aka biya a bara. Mun kuma amince da yadda za a rika biyan kudin a Naira maimakon Dalar Amurka, wanda hakan wani gagarumin ci gaba ne.”

 

Farfesa Sale Usman ya bayyana wata babbar nasara: karbo sama da naira biliyan biyar na ayyukan da ba a yi wa maniyyata aikin hajjin 2023 ba daga hukumomin Saudia. Ya bayyana hakan ne a matsayin wani bangare na kokarin hukumar na tabbatar da bin doka da kuma kare muradun alhazan Najeriya.

 

Dangane da batun Fasfo da biza kuwa, shugaban hukumar ta NAHCON ya bayyana cewa hukumar na aiki kafada da kafada da hukumar kula da shige da fice ta kasa domin tabbatar da bayar da Fasfo na maniyyata a kan lokaci. Ya ce, “Suna ba mu haÉ—in kai, kuma muna samun ci gaba sosai a wannan batun.”

 

Day a juya kan batun tsarin biza, Farfesa Sale Usman ya tabbatar wa masu ruwa da tsaki cewa hukumomin Saudiyya sun shirya tsaf don magance matsalolin NAHCON. Ya yi nuni da cewa a yanzu babban abin da hukumar ta fi mayar da hankali a kai shi ne warware matsalolin da suka shafi takardar izinin Umrah. “Ta hanyar ofishin Ministan Harkokin Waje, mun gayyaci Ministan Hajji na Saudiyya zuwa Najeriya don magance duk wasu batutuwan da suka shafi Umrah,” inji shi.

 

Shugaban ya kuma yi kira ga masu niyyar zuwa aikin Hajji da su tabbatar da biyan kudin aikin Hajji a kan lokaci, yana mai jaddada cewa yin jirkirin biya yana kawo cikas ga tsare-tsare da manufofi. Ya yi kira ga masu irin wannan halayya da su daina domin a samu aiki mai inganci.

 

Da wannan kokari, Farfesa Abdullahi Sale Usman ya tabbatar da aniyar NAHCON na inganta aikin Hajji ga daukacin alhazan Najeriya, yayin da ya bukaci masu ruwa da tsaki da su goyi bayan ayyukan hukumar.

Yadda Farfesa Abdullahi Sale Ya Kawo Sauyi A Harkokin Aikin Hajjin Najeriya - Daga Nura Ahmad Dakata

A wani gagarumin yunkurin kawo sauyi, harkar aikin Hajji na fuskantar  sauye-sauye a karkashin jagorancin Farfesa Abdullahi Sale Usman, shugaban hukumar alhazai ta kasa (NAHCON).




A cikin kankanin lokaci da aka nada Farfesa Usman, ya kafa sabon ma’auni na kirkire-kirkire, inganta aiki, da rikon amana a tafiyar da ayyukan Hajji da Umrah a Najeriya.




Sake Tsara Ayyuka:

Daya daga cikin manyan gyare-gyaren da Farfesa Usman ya bullo da shi, shi ne kokarin kawo sauyi kan tantance maniyyata aikin Hajji ta amfani da na’ura. Mahajjata nan gaba kadan za su iya yin rajista ba tare da wata matsala ba ta hanyar da aka samar na yanar gizo, tare da rage cikas da tabbatar da gaskiya.




Haka nan,  tsarin yana nuna hakikanin matsayin biyan kudin da maniyyaci da neman biza, da shirye-shiryen tafiya, yana Æ™arfafa mahajjata da mahimman bayanai kamar a tafin hannunsu.

 

Matakan Rage Farashi:

Bisa la'akari da nauyin kuÉ—i da ke kan masu zuwa aikin hajji, Farfesa Usman ya ba da fifiko kan  tattaunawa da kamfanonin jiragen sama da masu yi wa alhazai hidima da hukumomin Saudiyya don tabbatar da ganin an samu ragi a farashin. Wannan yunÆ™urin zai rage tsadar kudin kujerar aikin Hajji ba tare da lalata ingancin ayyukan da ake gudanarwa ba ga alhazai.




Inganta Jin Dadin Alhazai: Jin dadin alhazan Najeriya ya kasance jigon gyare-gyaren Farfesa Usman.

Hukumar NAHCON, a karkashin jagorancinsa, ta aiwatar da tsauraran matakai don inganta matsayin masauki, harkokin sufuri, da ayyukan kiwon lafiya. Mahajjata yanzu zasu ji daÉ—in samun ingantattun asibitoci, kwararrun ma'aikatan kiwon lafiya, da gaggauta kai agajin gaggawa idan an bukaci haka yayin aikin hajji.




Yin Aiki Da Masu Ruwa Da Tsaki: Farfesa Usman ya kuma samar da hadin gwiwar da ba a taba ganin irin sa ba da masu ruwa da tsaki, da suka hada da hukumomin jin dadin alhazai na jiha, da masu kamfanonin jirgin yawo, da sauran abokan hulda masu zaman kansu.

Tsarin hanyar tuntubar da Farfesa Sale ya samar, ta tabbatar da cewa dukkan bangarorin sun ba da gudummuwarsu wajen ganin an inganta ayyukan Hajjin Najeriya.

NAHCON: Unauthorized Contracts Will Not Be Honored

Information has reached the National Hajj Commission of Nigeria (NAHCON) that some persons or self acclaimed agents are using the Commission’s name to make commitments to Service Providers for contracts on pilgrims’ accommodations and feeding arrangements in Saudi Arabia for the 2025 Hajj. Some of these individuals have gone to the extent of making contacts with the Saudi Ministry of Hajj and Umrah in the name of the Commission. 

In a statement signed by the Assistant Director Public Affairs of the Commission, Fatima Sanda Usara, said, the Chairman of the Outfit, Prof Abdullahi Saleh Usman, wishes to inform the general public, and all stakeholders within the country and beyond, that NAHCON has NOT authorized any individual, group, or agent to enter into contracts or make any arrangements or agreements on its behalf whether in Nigeria or in Saudi Arabia for the year’s Hajj. NAHCON strictly conducts all official transactions through its recognized and authorized personnel, following due process.

Any agreement or arrangement entered into without a formal approval by the Chairman and the direct involvement of NAHCON’s staff officially assigned to the task is unauthorized, and the Commission will not be obligated to honour such contracts.

NAHCON urges the public, Service Providers in Saudi Arabia and in Nigeria, and other stakeholders to exercise caution and ensure that all dealings with NAHCON are done through its official channels of Communication. This announcement is made to protect the Commission’s unsuspecting clientele from falling victims to fraudulent schemes. NAHCON will not take responsibility for any losses incurred by victims of such.

Shugaban NAHCON, Farfesa Abdullahi Sale, Zai Fara Aiki A Matsayin Shugaban Riko Kafin Majalisar Dattijai Ta Tabbatar Da Nadinsa

Farfesa Abdullahi Sale Usman wanda aka nada a matsayin shugaban hukumar alhazai ta kasa NAHCON, zai fara gudanar da aikinsa a matsayin Shugaban riko har sai majalisar dattawa ta amince da nadin. 


Wannan tsari dai zai kasance har sai majalisar dattawa ta dawo daga hutu domin tattaunawa kan nadin nasa.


Hakan na kunshe ne a wata takarda da jaridar Hajj Chronicles ta gani, mai kwanan wata 5 ga Satumba 2024, kuma mataimakin shugaban ma’aikata a ofishin mataimakin shugaban kasa, Ibrahim Hassan Hadejia ya sanya wa hannu. 

Wasikar ta bayyana cewa Farfesa Usman zai sa ido kan ayyukan Hukumar yayin da yake jiran amincewar majalisar dattawa.

Shugaban Hukumar NAHCON Farfesa Pakistan: Mahimman Bangarorin Mayar Da Hankali, Kalubale, Da Fatan Gudanar Da Aikin Hajjin Nijeriya

Nadin Farfesa Abdallahi Saleh Usman Pakistan a matsayin shugaban hukumar alhazai ta kasa NAHCON ya haifar da tattaunawa kan alkiblar gudanar da aikin Hajji a Najeriya nan gaba.

 

 Yayin da nan ba da dadewa ba zai karbi ragamar jagoranci, bangarori da dama da suka fi mayar da hankali, da kalubalen da za su iya fuskanta, da kuma fatan cimma burin da aka sa gaba, an gano su daga masu ruwa da tsaki a harkokin aikin Hajji.

 

Bangarorin da ya kamata ya mayar da hankali

 

A karkashin jagorancin Farfesa Pakistan, ana sa ran samun ingantuwar tsari da aiwatar da ayyukan Hajji. Muhimman wuraren da ake sa ran jagoracinsa zai  ba da fifiko sun hada da:

 

1. Inganta Jin Dadin Alhazai: Tabbatar da lafiya da walwala da jin dadin Alhazan Najeriya a lokacin tafiyar Hajji shi ne abu mafi muhimmanci. Wannan ya haÉ—a da samar da  mafi kyawun masauki, ingantaccen sufuri zuwa wurare masu tsarki, da samun damar kula da lafiyar alhazai

 

2. Saukaka yadda ake yin Biza: Magance jinkiri da rikice-rikice a cikin bayar da Biza yana da mahimmanci. Jagorancin Farfesa Pakistan zai taimaka wajen inganta haɗin gwiwa da hukumomin da abin ya shafa don tabbatar da gudanar da aikin hajji cikin sauƙi.

 

3. Gudanar da Harkokin Kudade: Tare da hauhawar farashin aikin Hajji, akwai bukatar a samar da ingantattun dabarun kula da farashi don ganin an samu saukin gudanar da aikin hajji ga dukkan maniyyata. Bayyana gaskiya a cikin mu'amalar kuÉ—i da sabbin hanyoyin samar da kuÉ—i na iya zama wajibi.

 

4. Bunkasa Hanyar Gudanar Da Aiki Ta hanyar Zamani: Yin amfani da fasaha don daidaita rajista da lura da mahajjata na iya inganta  ayyukan Hajji. Kafofin yada labarai na zamani kuma na iya sauÆ™aÆ™a hanyoyin sadarwa da ra'ayi tsakanin NAHCON da mahajjata.

 

Kalubalen da ke gaba

 

Duk da kyakkyawan fata da ke tattare da nadin nasa, Farfesa Pakistan na iya fuskantar kalubale da dama:

 

1. Rarraba albarkatun Hukumar: Sarrafa ‘yan albarkatun da NAHCON ke da shi, musamman ta fuskar karuwar bukatar ayyukan Hajji, zai bukaci tsara dabaru da ba da fifiko.

 

2. Haɗin kai da Hukumomin Saudiyya: Tabbatar da haɗin kai tare da hukumomin Saudiyya don samar da izinin kaso da ake bukata, da kuma hidima ga alhazan Najeriya zai zama babban ƙalubale. Duk wani cikas na diflomasiyya ko gudanarwa na iya yin tasiri ga aikin hajji.

 

3. Tsammanin Jama'a Kan Sabon shuganacin: Tare da babban tsammanin jama'a da masu ruwa da tsaki daban-daban, Farfesa Pakistan zai buƙaci samar da sakamako mai ma'ana cikin sauri don ci gaba da amincewa da shugabancinsa.

 

4. Kulawar da Tsaro: Tabbatar da tsaron Alhazan Najeriya a lokacin tafiya  da kuma lokacin zamansu a Saudiyya, ya kasance babban kalubale. Wannan zai buÆ™aci haÉ—in gwiwa da hukumomin tsaro da samar da ingantaccen tsare-tsare na gaggawa.

 

Fatan da ake yi a nan gaba

 

Akwai fatan cewa Shugabancin Farfesa Pakistan zai kawo wani sabon sauyi na gudanar da aikin Hajji mai inganci a Najeriya. Ilimin da yake das hi  da gogewarsa a harkokin gudanar da shugabanci,  ana kallonsa a matsayin abubuwan da za su iya kawo sauye-sauyen da suka dace.

 

Masu ruwa da tsaki dai na da kwarin gwiwar cewa a karkashin jagorancin sa NAHCON za ta cimma burinta na samar da aikin Hajjin bana ga alhazan Najeriya.

 

Ana sa ran zai mayar da hankali kan inganta jin daÉ—in mahajjata, daidaita matakai, da yin amfani da fasaha zai haifar da sakamako mai kyau a cikin shekaru masu zuwa.

The recent appointment of Professor Abdallahi Saleh Usman Pakistan as the Chairman of the National Hajj Commission of Nigeria (NAHCON) has sparks discussions on the future direction of Hajj management in Nigeria. As he will soon assumes leadership, several key areas of focus, potential challenges, and hopes for achieving the set goals have been identified by stakeholders in the Hajj industry.

 

Key Focus Areas

Under Professor Pakistan’s leadership, there are high expectations for improvements in the organization and execution of Hajj operations. Key areas that his administration is expected to prioritize include:

 

Improved Pilgrim Welfare: Ensuring the safety, comfort, and well-being of Nigerian pilgrims during the Hajj journey is paramount. This includes better accommodation, efficient transportation to Holy sites, and access to healthcare services.

An Bukaci Shugaban NAHCON Ya Bada fifikon Kawo Sauyi da Tabbatar Da Tsantsaini

 


Sabon shugaban hukumar alhazai ta Najeriya (NAHCON), Farfesa Abdullah Saleh, ya samu sakon taya murna daga hukumar gudanarwar ta (Nigeria Hajj and Umrah Special Info) inda suka bayyana kwarin gwuiwarsu cewar Pakistan na iya jagorantar hukumar ta hanyar gaskiya da rikon amana.

 

A cikin sakon, kungiyar ta taya Farfesa Saleh Pakistan murna  kan nadin da aka yi masa, inda ta bayyana shi a matsayin wani gagarumin nauyi da ke zuwa a wani lokaci mai muhimmanci ga hukumar.

Sanarwar ta bayyana kalubalen da magabacinsa ya fuskanta da suka hada da zargin cin hanci da rashawa, sannan ta jaddada muhimmancin maido da amana a cikin hukumar ta NAHCON.

 

Shugabannin gudanarwar kuniyar sun shawarci Farfesa Abdallahi Pakistan da ya ba da fifiko wajen tabbatar da gaskiya da rikon amana a dukkan ayyuka, inda suka bayar da shawarar samar da ingantacciyar hanyar sa ido domin kare kai daga cin hanci da rashawa da kuma kara sahihancin hukumar.

Don tabbatar da jagoranci mai inganci da samar da gyare-gyare masu ma'ana a cikin NAHCON, sanarwar ta zayyana dabaru da dama don yin la'akari:

 

1. Tafiya da masu ruwa da tsak: Hakan na nufin samun cikakkiyar sadarwa da masu ruwa da tsaki, da suka hada da alhazai, da hukumomin gwamnati, da masu bada hidima.

2. Bunkasa Ayyuka Ta Hanyar Fasahar Zamani: Rungumar fasaha don daidaita hanyar aiki, kamar aiwatar da ayyukan kan yanar gizo, biyan kuɗi, da yada bayanai, an ba da shawarar don haɓaka inganci da samun dama ga mahajjata.

 

3. Bayar Da Horo Da Kaifafa Hzakar Ma’aikata: Kungiyar ta bukaci saka hannun jari a horar da ma'aikata don ba su kwarewa da ilimin da suka dace don gudanar da ayyuka masu inganci, tare da jaddada mahimmancin horar da ma'aikata don kirkire-kirkire da gyara.

 

4. Sanya Idanu: An ba da shawarar fayyace ma'auni don tantance tasirin ayyukan. Kimanta ayyukan hukumar na yau da kullun zai taimaka wajen daidaita dabarun da tabbatar da cewa gyare-gyare ya ci gaba.

 

5. Haɓaka ƙa'idodin Tsarin Aiki: An ƙarfafa samar da al'adar gaskiya a cikin hukumar, tare da samar da ka'idoji da hanyoyin da za a ba da rahoton rashin da'a ba tare da tsoron ramuwar gayya ba.
