Zanga-Zanga : Gwamna Abba Kabir ya Gana Da Shugabannin Al'uma

Gwamnan jihar Kano, Alhaji Abba Kabir Yusuf ya gana da wakilan al'umma wadanda suka fito daga bangarori daban-daban na rayuwa, yayin da ake shirin gudanar da zanga-zangar da za a yi ranar Alhamis 1 ga watan Agusta, 2024.

Mahalarta taron sun hada da: sarakunan gargajiya, Malamai, ‘yan kasuwa, malamai, shugabannin masana’antu da kungiyoyin mata.

Da yake jawabi ga masu ruwa da tsaki a wajen taron, Gwamna Abba Kabir ya ce an yi taron ne domin a tattauna sosai da nufin lalubo hanyoyin da za a bi wajen kawo wa al’ummar jihar karshen abubuwan dake ci musu tuwo a kwarya.

Hakan ya fito ne a wata sanarwa da mai magana da yawun gwamnan, Sanusi Bature Dawakin Tofa ya rabawa manema labarai.

Alhaji Abba Kabir Yusuf ya tabbatar da cewa mutane na da ‘yancin yin zanga-zanga a tsarin mulki, amma duk da haka ya kamata a kasance cikin lumana ba tare da yin wani abu da zai iya haifar da tarzoma ko barazana ga rayuka da dukiyoyi ba.

Ya kuma umurci wadanda suka shirya zanga-zangar da ba a san ko su waye ba da su yi taka-tsan-tsan da bin doka da oda tare da kaucewa amfani da makiyan jihar Kano wajen jefa jihar cikin rudani da annoba.

Gwamnan ya kara da cewa gwamnatin jihar Kano na shirin kafa hukumar kula da farashin kayayyaki domin tabbatar da daidaita farashin kayayyakin masarufi a lunguna da sako na jihar.

Ya nuna rashin jin dadinsa kan abin da ‘yan sandan jihar ke yi na kiransu da su tashi tsaye su yi abin da ya kamata wajen gudanar da aikinsu na kare rayuka da dukiyoyin al’ummar jihar baki daya.

A nasa jawabin, Sarkin Kano, Malam Muhammadu Sanusi II ya koka kan mawuyacin halin da kasar nan ke ciki sakamakon tabarbarewar tattalin arziki inda ya bayyana kyakkyawan shugabanci a matsayin hanyar inganta rayuwar jama’a.

Ya kuma yi kira ga masu hannu da shuni su zuba jari a jihar domin samar da ayyukan yi da farfado da tattalin arzikin jihar da bunkasar tattalin arziki.

Kano Allocates N596m for Furniture and Office Fittings in MDAs, Spokesperson Reveals

Kano State Government has said the sum of N596 million was spent on provision of furniture, office fittings and other amenities at various ministries, department and agencies by the present administration within first and second quarters of 2024 fiscal year.

Besides, government has directed immediate revalidation of the second quarter of the state budget performance report to reflect the actual releases on the projects. 

Reacting to media report on the state budget performance, stipulating a sum of N10 billion spent by Governor Abba Kabir Yusuf on furniture, spokesperson of the Governor, Sanusi Bature Dawakin-Tofa urged the public to disregard the figure, which he said was intended to dent the image of the government. 

According to Dawakin-Tofa, the administration of Governor Yusuf placed high priority on budget realism to achieve clear openess, transparency and accountability in governance. 

The statement released on Tuesday said "the state Ministry of Budget and Economic Planning has just released the second quarter budget performance report on the 28th of July, 2024 and has mistakenly tempered with the figures which has generated avoidable reactions. 

"It should be noted that the timely release of the report shows unwavering commitment of the government in making available to stakeholders, the information on all expenditures as promised to the good people of Kano during the electioneering campaign.

"Unfortunately, the second quarter report was erroneously submitted with a mix up in the template as data for payment of over ten billion naira (N10b) was used for payment of contractors's liabilities and other expenses incured by previous administrations.

"The payment was done majorly to clear the backlog of indiginous contractors who were faced with challenges of bank loans and to enable them settle their debt burdens and help them go back to thier normal businesses." Sanusi Bature explained".

The Spokesperson continued further, " For the recond, first quarter of 2024 gulfed the sum of two hundred and ninety five million, eight hundred and twenty seven thousand, sixty two naira, eighty seven kobo (N295, 827, 062.87) while the sum of three hundred million, seven hundred and fifty million, five hundred naira (N300, 755, 500k8) was spent during the 2024 second quarter on funiture and office fittings for various Ministries, Department and Agencies respectively.

"A total of five hundred and ninety six million, five hundred and eighty two thousand, five hundred and sixty two naira, eighty seven kobo (N596, 582, 562.87) was spent from Januray to July, 2024 as against the purported ten billion naira. The Account General would make available, the information on request by any organization because it is not hiden or secret at all" said Sanusi Bature Dawakin Tofa

The amount spent on refurbishment of offices, funiture and fittings at various MDAs is not up to 5 per cent of was popurtedly reported. The misleading information in the report was revalidated by the Office of the Accountant General of the state after series of media enquiries. 

"The state regrets any inconvinience from the report to all stakeholders, including development partners, financial institutions and government agencies. It was as a result of the inability of the officials responsible for reporting the budget performance to validate the data in thier custody". He added. 

The Governor cautioned all data managers and handlers to maintain high level of professionalism in their responsiblities noting that Government will not tolorate sharing of unreliable date on its activities.

The Ministry of Budget and Economic Planning is directed to review with immediae effort, the template of budget performance report in accordance with reliable date at its disposal and ensure no future misrepresentation occur, the statement emphasized.


Breaking: Kano Establishes State Committee for Implementing New National Minimum Wage

Kano State Governor, Alh. Abba Kabir Yusuf, has inaugurated a State Advisory Committee on the New National Minimum Wage, just 48 hours after President Bola Ahmed Tinubu approved the new N70,000 minimum wage as agreed with the organized Labour Union.

Kano is the first state nationwide to establish such a committee. The inauguration took place today at the State Government House and was conducted by the Deputy Governor, Comrade Aminu Abdussalam Gwarzo, on behalf of the Governor.

In a statement issued to the press, the Deputy Governor’s Spokesperson, Ibrahim Garba Shuaibu, conveyed that Governor Yusuf emphasized the committee's responsibility to plan effectively for the newly approved minimum wage and to present a practical recommendation for the state government’s immediate implementation.

Governor Yusuf assured that the implementation of the new minimum wage would increase the development of Kano State across all sectors, as the welfare of workers is a government priority.

The committee has been tasked with delivering results within three weeks. The Governor reminded the committee members that their selection was based on merit and urged them to deliver convincing results.

The newly inaugurated Chairman of the Committee, Alh. Usman Bala Muhammad, Special Adviser to the Governor on State Affairs, expressed his gratitude to the State Government for its confidence in the committee. 

He noted that the exercise would significantly impact thousands of workers in both the private and public sectors by balancing the interests of employers, employees, and the public.

He assured that the committee would use thorough data analysis and consider all relevant factors to arrive at a sustainable minimum wage recommendation for the state government.

Schools Closure: Kano Government Approves 26th and 27th July, 2024 as 3rd Term Vacation

Kano State Government has approved Friday 26th and Saturday 27th July 2024 as the date for the commencement of 3rd term vacation to all Day and Boarding Public/Private Primary and Post Primary Schools in the state.

Therefore, Parents/ Guardians of Pupils and Students in the Boarding schools are to convey their wards home by the early hours of Saturday 27th July 2024.
 
A statement issued by the Director Public Enlightenment of the State Ministry of Education Balarabe Abdullahi Kiru announced that Boarding Schools Pupils and Students are to resume back to their respective Schools on Sunday 8th September 2024 while Day Students are to resume on Monday 9th September, 2024.

The statement however quoted the Commissioner of the ministry Alhaji Umar Haruna Doguwa urging Parents/Guardians of Pupils and Students of the schools to ensure total compliance with the approved resumption dates.

He expressed appreciation for the usual cooperation and support given to the ministry and wished the Students and Pupils successful and hitch free holiday.

Commissioner Doguwa further, warned that appropriate Disciplinary Action would be taken against defaulting Students.

Senator Barau Salutes President Tinubu for signing the North West Development Commission Bill into law

The Deputy President of the Senate, Senator Barau Jibrin, has commended President Bola Tinubu for signing the North West Development Commission Bill into law, which he sponsored. 

Addressing Senate Correspondents, the Deputy President of the Senate said the commission, when established, would help to drive development across the seven states in the zone - Kaduna, Kano, Katsina, Kebbi, Jigawa Sokoto and Zamfara States.

He said: " President Bola Tinubu today signed into law the North West Development Commission Bill sponsored by me.

 " The Commission will assist in developing geopolitical zones in terms of required infrastructure, production of food, etc. 

" It would be recalled that Boko Haram, kidnappers and bandits ravaged the zone like the North East with attendant drop in development indices.

" With the consent to the bill, the coast is now clear for rebuilding of the zone.

" President Tinubu has, no doubt, shown that he loves the people, and in the light of this, I called on Nigerians to be patient with Mr President".

Kano Govt, PLANE Organise 3-Day Workshop On Education Sector Performance Review

Kano State Government in collaboration with Partnership For Learning For All in Nigeria (PLANE) have organised a 3-day Workshop on Education Sector Performance Review (SPR) for the year 2023.

In a statement signed by the Director Public Enlightenment of the Ministry of Education, Balarabe Abdullahi Kiru, said the he workshop was aimed at defining the policy position of the education sector and translating the policy in to realistic and costed programme and projects within medium-term sector strategic.

Addressing the participants of the workshop today Sunday at FABS Hotel, Zaria, the State Commissioner of education Alhaji Umar Haruna Doguwa explained that the workshop was part of the present administration effort to align all activities under the education sector with new government policies and implementation strategies to achieve better performance.

He disclosed that following the recent declaration of state of emergency on education and conduct of international conference on education recovery aimed at addressing the problems of education in Kano, the ministry would be holding sector performance review meeting to ensure that things are done according to the prescribed government policy and plan.

" That is why while undertaking our duty, we do spare our time to come and review our performance to see where are we, what have we done right and what are we going to do in the near future so at least, we will know that we are going in the right direction of the present administration policy of improving the education sector " Doguwa explained.

The Commissioner who appreciated the effort of Partnership For Learning For All in Nigeria (PLANE) for supporting Kano Government on education programmes, called on the participants to make the best use of their experiences and come up with a robust and holistic approach capable of addressing the education problems in the state.

Earlier, the Chairman Kano State Universal Basic Education Board (SUBEB) Alhaji Yusuf Kabir explained that the 3-day workshop was intended to enable the participants study what activities transpired in the year 2023 in terms of education plan.

He said the workshop therefore referred to 2023 activities to analyse what actually being implemented under the education sector and...." what activities under the sector that were not being implemented as earlier slated for 2023.

" I am happy to say that we have already got out the activities that we could not accomplished in 2023 and the reasons why we could not do that. So, we have reviewed everything and we are trying to ensure that in August, we come back again to analyse our activities to see what have we done and what we could not deliver " said Yusuf.

The Executive Secretary Kano State Private and Voluntary Institutions Board Alhaji Baba Abubakar Umar maintained that for education sector to move forward, there is need for reviewing and obtaining profer data that could serve as basic ground for planning purposes.

Alhaji Baba Umar said as the state was for long left behind in terms of having tentative data for education planning, the ministry of education and all its agencies would now be fully committed to support the effort of Alhaji Abba Kabir Yusuf in resuscitating the sector.

In her part, the representative of Kano State Accountability Forum on Education (KSAFE) Hajiya Ladidi Fagge reiterated that as participants of the workshop, the forum would continue to track performance of the education sector based on the budgetery allocation given to it to ensure that the budget allocated is been judiciously utilized and government makes prompt releases of funds.

In his paper presentation titled 'Overview of sector performance guideline and content of review report' Director Monitoring and Evaluation Ministry of Planning and Budget Abbas Ilyasu Karaye highlighted the importance of linking policy, plan and annual budget in achieving organisational goals. 


Kano Deputy Governor Lauds Leadership in Local Government Affairs

Comrade Aminu Abdussalam Gwarzo, the Deputy Governor of Kano State and Commissioner for Local Government and Chieftaincy Affairs, has expressed his confidence in the calibre of individuals tasked with overseeing local government activities in the state.

In a statement signed by the Chief Press Secretary Deputy Governors Office, Ibrahim Garba Shu'aibu, said, Gwarzo made this statement while inaugurating a 3-day orientation retreat in Kaduna State focused on the "Operational Guidelines for the Kano State Local Government Interim Management Committee."

He explained that the seminar, featuring a series of presentations, aims to equip participants with the knowledge needed to effectively fulfill their responsibilities and promote the development of local government areas (LGAs).

The Deputy Governor emphasized the importance of understanding operational guidelines, as they will serve as the legal framework for their functions.

"You need to understand all aspects of LGA functions, including the budgeting process, and seek clarifications from your DPMs or Treasurers where necessary," Gwarzo advised the Interim Chairmen.

He reminded all 44 Interim Caretaker Committee Chairmen, Vice-Chairmen, Directors of Personnel Management (DPMs), and Treasurers that their appointments were based on professionalism, qualifications, and the confidence placed in them by the current NNPP administration.

"You are all expected to be responsible in discharging all Local Government Affairs," Gwarzo urged.

He also called on the seminar consultants to focus on fostering a collaborative and sustainable working relationship among Interim Caretaker Committee Chairmen, their vice-chairmen, DPMs, Treasurers, and the entire Interim Members Committee for the betterment of their respective LGAs.

Earlier, Permanent Secretary of the Ministry for Local Government and Chieftaincy Affairs, Ibrahim Muhammad Kabara, thanked the Deputy Governor for the timely training and encouraged participants to engage wholeheartedly to enhance the development of all LGAs in the state.

The Speaker of the Kano State House of Assembly, Hon. Jibril Ismail Falgore, represented by his Deputy, Hon. Muhammad Bello ButuButu, highlighted that the operational guidelines would provide a framework for day-to-day LGA activities, promoting transparency and accountability to enhance effective service delivery.

Participants expressed their gratitude to Governor Abba Kabir Yusuf for his leadership and support of grassroots governance, and to Deputy Governor Gwarzo for approving the empowerment of LGA administrators with the knowledge necessary for sustainable development.
