.Kano Commissioner of Internal Security Welcomes Permanent Secretary and Pioneer Staff

 

The State Commissioner of Internal Security and Special Services, Major General Muhammad Inuwa Idris rtd has welcomed the re-deployed Permanent Secretary to the ministry, Alhaji DanAsabe Yahaya, directors and other supporting staff who were also posted as pioneer staff of the ministry.

In a statement signed by the Director Public Enlightenment of the Ministry, Murtala Shehu Umar, said the commissioner who was full of joy and happiness when he met his staff for the first time, described them as backbone of meaningful development and partners in progress.

Major General Muhammad Idris in company of the Permanent Secretary and other staff went round to see the offices allocated to the ministry which are under renovation.

He therefore, directed the Permanent Secretary to liaise with the contractor to ensure quality and timely completion.

On his remarks, the Permanent Secretary, Alhaji DanAsabe Yahaya congratulated the commissioner on his appointment on behalf of all staff of the ministry and prayed to Almighty Allah to guide and protect him throughout his tenure and beyond.

He then urged the staff to be punctual and dedicate themselves to their responsibility in accordance with the civil service rules and regulations,as they were carefully selected to the ministry based on their track record of service.

Sabon shugaban hukumar alhazai ta Najeriya (NAHCON), Farfesa Abdullah Saleh, ya samu sakon taya murna daga hukumar gudanarwar ta (Nigeria Hajj and Umrah Special Info) inda suka bayyana kwarin gwuiwarsu cewar Pakistan na iya jagorantar hukumar ta hanyar gaskiya da rikon amana.

 

A cikin sakon, kungiyar ta taya Farfesa Saleh Pakistan murna  kan nadin da aka yi masa, inda ta bayyana shi a matsayin wani gagarumin nauyi da ke zuwa a wani lokaci mai muhimmanci ga hukumar.

Sanarwar ta bayyana kalubalen da magabacinsa ya fuskanta da suka hada da zargin cin hanci da rashawa, sannan ta jaddada muhimmancin maido da amana a cikin hukumar ta NAHCON.

 

Shugabannin gudanarwar kuniyar sun shawarci Farfesa Abdallahi Pakistan da ya ba da fifiko wajen tabbatar da gaskiya da rikon amana a dukkan ayyuka, inda suka bayar da shawarar samar da ingantacciyar hanyar sa ido domin kare kai daga cin hanci da rashawa da kuma kara sahihancin hukumar.

Don tabbatar da jagoranci mai inganci da samar da gyare-gyare masu ma'ana a cikin NAHCON, sanarwar ta zayyana dabaru da dama don yin la'akari:

 

1. Tafiya da masu ruwa da tsak: Hakan na nufin samun cikakkiyar sadarwa da masu ruwa da tsaki, da suka hada da alhazai, da hukumomin gwamnati, da masu bada hidima.

2. Bunkasa Ayyuka Ta Hanyar Fasahar Zamani: Rungumar fasaha don daidaita hanyar aiki, kamar aiwatar da ayyukan kan yanar gizo, biyan kuɗi, da yada bayanai, an ba da shawarar don haɓaka inganci da samun dama ga mahajjata.

 

3. Bayar Da Horo Da Kaifafa Hzakar Ma’aikata: Kungiyar ta bukaci saka hannun jari a horar da ma'aikata don ba su kwarewa da ilimin da suka dace don gudanar da ayyuka masu inganci, tare da jaddada mahimmancin horar da ma'aikata don kirkire-kirkire da gyara.

 

4. Sanya Idanu: An ba da shawarar fayyace ma'auni don tantance tasirin ayyukan. Kimanta ayyukan hukumar na yau da kullun zai taimaka wajen daidaita dabarun da tabbatar da cewa gyare-gyare ya ci gaba.

 

5. Haɓaka ƙa'idodin Tsarin Aiki: An ƙarfafa samar da al'adar gaskiya a cikin hukumar, tare da samar da ka'idoji da hanyoyin da za a ba da rahoton rashin da'a ba tare da tsoron ramuwar gayya ba.

 

A karshe kungiyar ta bayyana imaninta kan yadda Farfesa Saleh zai iya kawo wa hukumar NAHCON wani sabon sauyi, wanda ke nuna gaskiya, kirkire-kirkire, da hidimar abin koyi ga alhazai.

Shugaba Bola Tinubu ya nada Farfesa Abdullahi Saleh Usman  a matsayin sabon shugaban hukumar alhazai ta kasa (NAHCON), inda ya sauke shugaban da ya gabata, Jalal Arabi, bisa zargin cin hanci da rashawa. 

Farfesa Pakistan fitaccen malami ne da ya yi digirinsa na farko a Jami’ar Madina da Jami’ar Peshawar da ke Pakistan. 

A baya ya taba rike mukamin Shugaban Hukumar Alhazai ta Jihar Kano, inda ya samu nasarar kula da ayyukan mafi yawan alhazan kasar nan. 

A cewar wata sanarwa da mai magana da yawun shugaban kasar Ajuri Ngalale ya fitar, majalisar dattawa ta tabbatar da nadin. “Shugaban kasa yana sa ran sabon shugaban NAHCON ya yi aikinsa bisa gaskiya, da rikon amana ga kasa,” in ji sanarwar. 

Wannan ci gaban dai na zuwa ne bayan da Hukumar Yaki da yi wa Tattalin Arziki Tu’annati (EFCC) ta gurfanar da tsohon Shugaban Hukumar, Jalal Arabi, da Sakataren Hukumar, Abdullahi Kontagora bisa zargin karkatar da wasu sassan N90bn da Gwamnatin Tarayya ta fitar don tallafawa shekarar aikin hajin na 2024.

Hukumar zabe mai zaman kanta ta jihar Kano, KANSIEC, ta sanar da cewa masu neman shugabancin karamar hukuma da kansiloli zasu biya Naira Miliyan 10 da Miliyan 5 a matsayin kudin takara, inda tace ba za a dawowa da kowa kudin ba.

Shugaban hukumar, Farfesa Sani Lawan Malumfashi ne ya bayyana hakan yayin gabatar da ka’idoji da jadawalin gudanar da zaben kananan hukumomi a shelkwatar hukumar a yau Alhamis.

Yayi bayanin cewa masu takarar shugabancin karamar hukuma dole ne su biya Naira Miliyan 10 a yayin da masu neman kujerar Kansila za su biya Naira Miliyan 5.

Acewarsa, ka’idojin da aka fitar yana dauke da abubuwan da aka hana da wadanda aka amince a yi a zaben dake tafe sannan ya gargadi kan ‘yan takara game da karya ka’idojin.

Daga cikin ka’idojin sun hada da cewa dole ne duk mai neman shugabancin karamar hukuma ya kai shekaru 30 zuwa sama.

Sannan mai neman takarar Kansila dole ne ya kai shekaru 25 zuwa sama kuma ya kasance yana da shedar katin jam’iyya.

“Masu neman shugabancin karamar hukuma dole ne su kasance ba a taba samunsu da laifi ba, dole ne su zama suna da lafiya kuma sun mallaki shedar kammala Sakandire.

” Dukkan ‘yan takara dole ne su zama basa ta’ammali da miyagun kwayoyi kuma basa cikin kungiyoyin asiri”, inji shi.

Malumfashi ya kuma ce za a fara gangamin yakin neman zabe a ranar 6 ga watan Satumba tare da rufewa a ranar 31 ga watan Oktoba, inda ya bukaci jam’iyyun siyasa su gudanar da gangamin yakin neman zabe cikin kwanciyar hankali.

Sannan shugaban hukumar ya ce baza su lamunci duk wani nau’i na cin hanci da rashawa ba.

Kano Govt Reaffirms Full Support for State Anti-Graft Agency's Efforts to Combat Corruption in Public Service

The Kano State Public Complaints and Anti-Corruption Commission, in partnership with the International Institute for Democracy and Electoral Assistance (International IDEA) under the Rule of Law and Anti-Corruption (ROLAC) program, has taken a significant step towards enhancing the capacity of civil service directors in the fight against corruption. 

The commission organized a capacity-building workshop aimed at equipping public servants with the necessary tools and knowledge to combat corruption within their ranks.

State Governor, Abba Kabir Yusuf, represented by his Dedputy, Comrade Aminu Abdussalam Gwarzo, reiterated the state government's dedication to eradicating corruption at all levels of governance. 

Abba Kabir assures the Commission of the Government’s full backing in its efforts to eliminate corruption from the public service and called for unwavering commitment from all public officials

He called on the directors to take the lessons learned from the workshop seriously and apply them in their daily responsibilities.

In his welcome address, the Head of Civil Service in Kano State, Abdullahi Musa, emphasized the importance of the workshop in fostering a culture of transparency and accountability within the civil service. 

He highlighted the state's commitment to ensuring that public servants are well-trained and prepared to uphold the highest standards of integrity in their duties.

Barrister Muhuyi Magaji, Chairman of the Kano Anti-Corruption Commission, delivered a keynote address, focusing on the critical role of civil servants in the state's anti-corruption efforts. 

Muhuyi details the Commission’s success in investigating and prosecuting cases of corruption which involves Civil servants, recovering cases of corruption, recovering stolen funds and implementing preventive measures to reduce the incidence of corruption within the state.

Magaji emphasized that, these achievements demonstrate the Commission’s commitments to maintaining integrity and transparency in the public sector

He urged the directors to be proactive in identifying and addressing corrupt practices, noting that their leadership positions place them at the forefront of the battle against corruption.

Representatives from the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) were also in attendance. They shared insights into federal-level anti-corruption initiatives and discussed how these could be harmonized with the state's efforts.

The ROLAC II program, represented by Rabi’u Bello, emphasized the importance of continuous capacity building for public servants. 

The program's goal is to support Nigerian institutions in promoting the rule of law and reducing corruption through effective training and collaboration.

Participants engaged in various interactive sessions covering topics such as ethical governance, whistleblower protection, and the implementation of anti-corruption policies. 

The workshop is expected to enhance the effectiveness of civil service directors in maintaining a transparent and accountable public service in Kano State.

The event concluded with a strong call to action for the civil service directors to lead by example and contribute actively to the state's ongoing fight against corruption.

Emerging Concern: Youth Demonstrators in Nigeria Waving Russian Flags- Dr Sa'idu Ahmad Dukawa

A growing issue of urgent concern is the use of Russian flags by some youth engaged in so-called peaceful demonstrations in Nigeria. During an interview with a media house on Monday morning, August 5, 2024, which marked the fourth day of the "End Bad Governance" demonstrations, I provided insights into this development.

In my immediate response, I identified three factors driving this phenomenon, which I believe converge into one dangerous issue requiring immediate attention from authorities and stakeholders.

**Three Key Factors:**

1. **Anti-West Sentiment:** In the Third World, even among the unschooled, there is a pervasive belief that institutions like the World Bank and the IMF, domiciled in America, are behind their increasing suffering. Viewing Russia as anti-America, the demonstrators seem to embrace the adage, "the enemy of my enemy is my friend." Hence, they call for Russian support, although the Russian Embassy in Nigeria has distanced itself from the act.

2. **Regional Influences:** Many Africans are aware that the Niger Junta, along with those of Mali and Burkina Faso, have faced stiff opposition from the West, prompting them to ally with Russia. The demonstrators may be signaling that if their protests are sabotaged by the West, they will not hesitate to invite Russian intervention.

3. **Domestic Politics:** There is a perception among Nigerians that President Tinubu is aligned with Western interests. The demonstrators might be expressing their discontent with him by targeting his perceived allies.

I concluded the interview by asserting that, regardless of the cause, it is evident that many Nigerians see liberal democracy as failing to deliver the desired leadership. This disillusionment drives some to seek alternatives, including bizarre acts such as waving the flag of a foreign country, calling for its intervention, and denouncing their own nationality.

**Deeper Reflections:**

In further reflection, I shared similar concerns with Professor Salisu Shehu in a WhatsApp group. We identified several critical points:

1. **Infiltration Concerns:** The youth waving the flags did not appear sophisticated enough to understand the implications of their actions. This raises serious questions about who infiltrated, mobilized, and supplied them with the flags. There is a significant concern about the possibility of these aggrieved youth being penetrated by unknown forces and possibly armed to fight their own country.

2. **Exploitation by Big Powers:** Both Western and Eastern powers might analyze and exploit the situation to serve their strategic interests, potentially worsening matters for Nigeria.

3. **Treason and Repercussions:** The demonstrators are likely unaware of the gravity of their actions, which amount to treason. A hasty response by the state could lead to a worse calamity. Notably, Biafra state agitators raised Israeli flags, and #EndSARS demonstrators raised American flags. This issue demands deep consideration by security agencies.

4. **Diplomatic Tensions:** The strained diplomatic relations in the Sahel could exacerbate the situation, with neighboring countries potentially capitalizing on the unrest.

5. **Leadership Silence:** Chief of Defence Staff, Christopher Musa, has labeled the act of flying Russian flags in Nigeria as a treasonable offense. However, there is a need for restraint from military leaders in a democracy. The Ministers of Defence, the Minister of Information, and various advisors to the President should address the situation instead.

These reflections underscore the need for deeper thoughts and actions to avert a potential state failure. Stakeholders must do more to address this issue.
